This customer refused to put out his cigarette while standing next to a gas pump, so the owner of the gas station put it out for him.
There's nothing worse than dealing with a difficult customer, especially when he or she is putting others at risk. It appears the owner politely asks him to put it out and gets ignored. He was having none of that, though, so he took matters into his own hands.

This would've been a whole lot easier had the guy just nicely put his cigarette out. It's not that hard to be cooperative and avoid confrontation. Also, who would want to smoke a cigarette next to a gas pump?
