The currents around submerged rocks are more temperamental than those near trees or obstacles near the shore. Many different converging streams of water make fishing in these spots more difficult. Try casting across just one current of water to ensure better line control.
Keep in mind you don't want to cast into the shallow water near the rock. If you do the fish will be less likely to eat your fly as they may feel to exposed. After that all you have to do is get the fly in front of the fish's face and set the hook.
