If it is a double-crested cormorant, it's safe to say this footage was captured somewhere in America, as these birds range from Alaska all the way down to the Everglades in Florida.

One of the coolest things about a double-crested cormorant is that even though they swim through the water like a duck, the majority of their bodies actually float below the surface.
Swimming through the water with only their heads above the surface gives them kind of a Loch Ness look, doesn't it?
