Cold water fish are lethargic and don't want to work after a lure if they don't have to so give them some time. The next key point is because you are fishing slow it is extremely important to match the shad. If you can figure out what the fish are eating get as close as you can.
Fishing slow means that your potential catch is getting a good look at your lure.
